  • Civil Service is the employment system that establishes entry level and promotional positions for the classified service positions of the City of Gahanna. The Civil Service Commission has the power to adopt rules and regulations concerning the employment of the classified employees of the City. The Commission is the examining authority for these employees of the City, both entrance and promotional.

    The Commission hears grievances from classified supervisory personnel, and challenges by candidates who feel their name has been taken off an eligibility list unfairly.

    RULES & REGULATIONS:
    The Commission operates under rules & regulations which were originally written in 1970, last amended in total in 2002, and updated to be current to April 21, 2006.

    The Commission is currently working on a complete update of the Rules & Regulations.

    TESTING:
    The Civil Service Commission periodically offers written exams for various positions in the City. The Commission selects and approves all testing material for classified positions. This material is selected in conjunction with the Director of Human Resources and the appointing authority for the particular position.

    Each position has a separate test and application period. There is no general test, and the exams from other government agencies do not apply. Certain positions may require a physical fitness and/or a practical demonstration of skill. The names of persons passing all testing are placed on eligibility lists and vacancies are filled from these lists.

    After tests are given the Commission grades the tests and ranks candidates for the eligibility list. The Commission is responsible for keeping eligibility lists and making sure they are kept current. Under Civil Service Rules, eligibility lists may be current for a period of 18 months. There are separate rules for the Police Department and the Commission tests for Police Officer and Radio Dispatcher positions on an annual basis, since that is where the most turn over is. The Civil Service Commission is also the keeper of all background checks for classified employees.

    EMPLOYMENT APPLICATIONS:
    Employment Applications, as well as currently vacant positions, are available on line. Completed applications should be returned to the Human Resources Department.

    MEETINGS:
    The Civil Service Commission meets once a month on the first Tuesday at 6:30 p.m. Agendas and Minutes for all meetings are available online at www.gahanna.gov. All meetings of the Commission, except Executive Sessions, are open to the public. Questions may be directed to the Clerk at 342-4091.

    MEMBERS:

    There are five commission members - 3 appointed by City Council and two appointed by the Mayor. Members serve staggered 3 year terms. Current Commission Members are:
