Gahanna CARES Assistance Program

If you are a business that’s been financially impacted as a result of COVID-19 or are a resident behind on rental or mortgage payments as a result of the pandemic, the City of Gahanna’s new Gahanna CARES Assistance Program can help!

This new Program is funded by federal dollars that were awarded to the State of Ohio by the U.S. Department of Treasury and directed to local governments by the State for COVID-19-related use.

One-time grants will be distributed to Gahanna businesses and residents through an application process.  Program guidelines list all eligibility requirements for both applicants and use of funds. Please read the guidelines below before submitting an application. 

Gahanna City Council has approved $380,000 of the Coronavirus Relief Funds received for the City of Gahanna CARES Assistance Program.

  • One-time grant up to $10,000
  • Business must be based in City of Gahanna. No corporate ownership.
  • If you have multiple locations and have applied for CARES Act grants in more than one subdivision, the total funds received cannot exceed $10,000.
  • If a franchise or multiple locations, funds received by the Program are required to be used for the business located in the City of Gahanna.
  • Must be classified as small business
  • Applicants and businesses awarded funding from the City of Gahanna CARES Assistance Program are required to comply with the U.S. Department of Treasury Guidelines, the State of Ohio Office of Budget and Management Guidelines and the City of Gahanna’s CARES Assistance Program Guidelines.
  • Business must operate for profit.
  • Business must have been in operation on January 1, 2020.
  • Business must maintain a commercial or retail store front in Gahanna and not be home-based or nonprofit.
  • Business must be current on all local, state and federal obligations such as taxes and/or assessments.
  • Business must be impacted by the COVID-19 pandemic.
  • The business must not be permanently closed.
  • Applicant is eligible for CARES Act Coronavirus Relief Funding if they have previously been approved and used funding from other CARES Act Funding or COVID-19 Relief funding, but the applicant cannot request and use funds for the same expenses as other relief funding.
  • Expenses already funded by federal, state or local assistance are not eligible under this Program.
  • Applicants who have not received COVID relief assistance funding (Federal or Local) will be given priority when reviewing applications and distributing funds.
  • Applications are required to be completed in the entirety. Failure to complete the application will cause your application to be denied.

 

Resident Program:

  • One-time grant up to $5,000 per resident, per dwelling
  • Funds will be paid directly to landlord/mortgage company
  • Must be a current resident, living within the City limits of Gahanna.
  • Must be laid off, furloughed, unemployed or experienced decrease in pay or hours as a direct result of COVID-19 business closures or stay-at-home orders.
  • Must be at least one month in arrears in mortgage or rent
  • Funds to be used solely for rental/mortgage assistance
  • Applications are required to be completed in the entirety.  Failure to complete the application will cause your application to be denied.
  • Applicants awarded funding from the City of Gahanna CARES Assistance Program are required to comply with the U.S. Department of Treasury Guidelines, the State of Ohio Office of Budget and Management Guidelines, and the City of Gahanna’s CARES Assistance Program Guidelines.

FAQs:
I received assistance from another program, am I still eligible?

Applicant can receive funds from the CIC Small Business Emergency Grant Program and this program.

Will I have to report the money awarded to me on my tax return?
The IRS has confirmed it is taxable for businesses as discussed in this FAQ https://www.irs.gov/newsroom/cares-act-coronavirus-relief-fund-frequently-asked-questions. We are still awaiting clarification, but based on the guidance we have seen this is not taxable income for an individual.
What can the money be used for?
Residents:

•Mortgage payments not to exceed $5,000 total per applicant and residential dwelling

•Rent relief to renters or landlords not to exceed $5,000 total per applicant and residential dwelling

Businesses:

•Operating expenses such as rent, marketing, signage, and restart supplies (for example: PPE, protective barriers, signage, cleaning supplies.) required under safety regulations due to the pandemic.

•Mortgage payments for the business’s principal place of business in the City of Gahanna. Mortgage payments for businesses that are located in an owner’s primary residence are not eligible.

•Rent payments for the business’s principal place of business in the City of Gahanna. Rent payments for businesses that are located in an owner’s primary residence are not eligible.

Why do you have to pay directly to my mortgage company or landlord?
The City has determined this is the most efficient way to provide the assistance and meet our requirements under the CARES Act program.  All documentation required by the federal and state requirements can be obtained immediately by the City without additional reporting requirements from the resident.
