SEEKING APPLICANTS

Board of Zoning & Building Appeals (Seat 3, Full Term Expiring 12/31/2026)
 
Appointing Authority: City Council
Deadline: November 20, 2023, at 5:00 p.m.
Description: The Board of Zoning & Building Appeals is comprised of five members appointed to three-year terms by Council or the Mayor. Members are paid a compensation rate of $100.00 per meeting.

Duties: The Board of Zoning and Building Appeals shall have the power to hear and decide appeals as follows:

  • For exceptions to ordinances, resolutions, and regulations of the City pertaining to zoning, building, and landscaping in the City.
  • From the decisions, measures and orders of City officials, boards, commissions and agencies pertaining to zoning, building, and landscaping in the City.
  • The Board shall decide its cases to afford justice and avoid unreasonable hardship to citizens.
  • Further, the Board’s authority shall be exercised subject to such reasonable standards as shall be prescribed by Council.
  • Further, the Board shall have such other powers as may be granted to it by Council.
  • The subject of appeal shall be suspended until action is taken or decision rendered by such Board of Zoning and Building Appeals.

Civil Service Commission (Seat 4, Unexpired Term through 12/31/2024) - anticipated
 Appointing Authority:
City Council
Deadline: November 20, 2023, at 5:00 p.m.
Description: The Civil Service Commission is comprised of five members appointed to three-year terms by Council or the Mayor. Members are paid a compensation rate of $100.00 per meeting.

Duties:

  • The Civil Service Commission shall have the jurisdiction derived from Article XIII of the Charter, and the power, and duty to hear and decide appeals/grievances from administrative determinations pursuant to the provisions of the Civil Service Rules and Regulations as enacted by Council and the Codified Ordinances.
  • The Commission shall have such other powers, duties, and functions as provided by ordinance and in accordance with applicable collective bargaining agreements. The City may, from time to time, contract with other public entities.


 
Property Appeals Board (Seat 3, Full Term Expiring 12/31/2026)*
 
Appointing Authority:
City Council
Deadline: November 20, 2023, at 5:00 p.m.
Description: The Property Appeals Board shall have jurisdiction to hear and decide appeals when it is alleged that there is an error in any requirement, decision, or determination made by the Designated City Official in the enforcement or administration of Chapter 780: Rental Property Registration & Inspection, Chapter 1308: Nuisance Abatement Code, Section 521.06 - Duty to keep sidewalks and vegetation maintained and Chapter 903 Sidewalk Construction, Maintenance, and Renewal. Board members are not compensated for their service. *Must be a Ward 3 or Ward 4 resident.

Local Board of Tax Review (Seat 2, Full Term Expiring 12/31/2025) 
 Appointing Authority:
City Council
Deadline: November 20, 2023, at 5:00 p.m.
Description: The Local Board of Tax Review consists of three members who reside in the city. Two members are appointed by the City Council, and may not be employees, elected officials, or contractors with the city at any time during their term or in the five years immediately preceding the date of appointment. The term for members of the Local Board of Tax Review appointed by the City Council shall be two years. 

Duties:

  • Meet at least once a year for an organizational meeting.
  • After the annual organizational meeting the Board meets on an as needed basis.
  • This is an appointed position and there is no compensation for serving on the Board.
  • The Board is responsible for:
    • Adopting its own procedural rules and keeping record of transactions.
    • Electing a Chairperson of the Board which serves as the Board’s primary contact.
    • Hear appeals from taxpayers regarding decisions made by the City’s tax administrator (RITA) and the Director of Finance.
    • Keep information from the tax appeal hearings confidential.
    • Remain independent and unbiased in making decisions regarding an appeal.
    • Disclose immediately any conflicts of interest so action may be taken to ensure a fair process.
